Current Legislation

Following is a list of  bills that legislators need to support or oppose and you and Humane USA PA PAC can be the decisive factor in the way they vote. If your legislator is one of the sponsors of a good bill, thank them, letting them know you appreciate their support for stronger animal protection.  We will provide updates and alerts as the bills move or are scheduled for votes.  The best place to keep updated on timing and information is our Facebook page which is updated daily.

• PA S.B. 626: Live Animals as Targets – Bans the launching or tethering of live animals for target practice, specifically directed to end live pigeon shoots or live turkey “block” shoots. Contact and share alert to contact your legislators today!
• PA S.B. 969: Euthanasia Methods – Prohibits euthanasia by carbon monoxide gas chambers and creates a procedure for shelters to access drugs for euthanasia. UPDATE:  SB 1329 has been introduced as an update to this bill and will be hyperlinked as soon as it is posted on the General Assembly website.
• PA H.B. 1130: Mandatory hold periods – Increases the mandatory hold period of stray animals brought to shelters and mandates that police stations retain a list of found animals.
• PA S.B. 27: Puppy Lemon Law – Increases protections for dog purchasers under the Puppy Lemon Law.
• HB 1051: Exotic Animals – Eliminates the private ownership of exotic animals and restricts other types of ownership.
• S.B. 71: Greyhound Racing – Bans the broadcasting of live greyhound races to off site betting locations within Pennsylvania.
• PA H.B. 721: Trapping – Increases the penalties for illegally laying traps.
• PA S.B. 968: Protective Orders – Allows pets to be included in protective orders.
• PA H.B. 165: Service Dog Abuse – Enhances the penalties for abuse of a service dog.
• PA H.B. 826/S.B. 972: Tethering – Prohibits tethering a dog outside between 10 p.m. and 6 a.m.: prohibits tethering in extreme weather; with a poke, prong, or choke collar, and limits the type of tether which may be used.
• PA HB 1760 : Sunday hunting: An Act amending Title 34 (Game) of the Pennsylvania Consolidated Statutes, permitting hunting on Sunday – oppose  .
• PA HB 1765: An Act amending the act of March 4, 1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, providing for a tax credit for adoption of dog or cat.
